Executive Director

Ms. Blanca P. Fernández González is the Executive Director of the Puerto Rico Housing Finance Authority (PRHFA).

In January of 2017, she started working at the Puerto Rico Fiscal Agency and Financial Advisory Authority (FAFAA) where she held different roles such as Associate Director of Debt Restructuring, Director of Financial Controls and Director of the Office of Financial Advisory. During that time, she worked closely with the debt restructuring across the government and the execution of financial transactions under the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA). Some of the most notable transactions she was involved in were the refinancing of approximately $300 million in bonds issued by the PRHFA, and the refinancing of approximately $1.7 billion in senior debt issued by the Puerto Rico Aqueduct and Sewer Authority (PRASA).

She was also responsible for creating liaisons and networks to establish the Reporting and Transparency Portal for the government of Puerto Rico and its public corporations.

In January of 2021, Ms. Fernández accepted the role of Executive Director of the Puerto Rico Housing Finance Authority (PRHFA), and she is the first woman in history to lead this public corporation. Among her duties as Executive Director, she has been leading efforts to manage and distribute federal funds allocated to promote homeownership and development of affordable housing.

Ms. Fernández has a bachelor’s degree in psychology from the University of Puerto Rico – Mayagüez Campus, and a master’s degree in business administration with a concentration in finance from the InterAmerican University of Puerto Rico. She has 20 years of experience in financial matters.
