The Puerto Rico HFA is a public corporation of the Government of Puerto Rico. It is governed by a seven-member board of directors, composed of public and private sector leaders. The HFA’s mission is to promote access to affordable housing to individuals and families with limited income and other vulnerabilities. To achieve this mission, the HFA: 

  • Provides financing for multi-family developments

  • Provides special mortgage financing products and warranties

  • Manages Federal Programs in Puerto Rico, such as: 

  • Section 8 - Performance-Based Contract Administration (PBCA)

  • Home Investment Partnership Program 

  • Low Income Housing Tax Credits 

  • New Market Tax Credits 

  • Manage the “Homebuyer Assistance” and the “Low Income Housing Tax Credit-Gap to LIHTC” Programs, funded through CDBG-DR (HUD) funding.

  • HFA is also able to issue public debt to achieve its public mission.
